俄罗斯教育发展对其国家竞争力影响之研究

【摘要】 国家竞争力这一概念自20世纪80年代开始为世界各国所关注并日益受到重视。随着经济全球化趋势的加强,国家之间的竞争日益激烈,人们深刻意识到国家竞争力的提升对于一国国民财富的增长和经济持续繁荣的重要性,有关国家竞争力问题的研究热潮也持续升温。对国家竞争力问题的深入研究表明,教育对国家竞争力的提升具有重要的作用,是保证一国具有持久竞争力的重要因素。本文以俄罗斯为研究对象国,围绕教育发展对国家竞争力的影响这一问题,借助相关的国家竞争力理论以及俄罗斯本国对国家竞争力问题的研究,探讨新时代背景下的俄罗斯在教育的发展对其国家发展及国家竞争力的影响。本文首先对教育发展与国家竞争力之间的关系进行梳理和探讨。教育发展与国家竞争力之间的关系实际上是教育与国家关系在新的时代条件下的升级,本文主要以美国学者波特国家竞争优势理论、欧洲两个研究国际竞争力的权威组织以及俄罗斯学者对于国家竞争力问题的研究为基础,探讨教育发展与国家竞争力之间的关系。接下来进入本研究的主体部分,探讨俄罗斯教育的发展对其国家竞争力的影响,这也是本论文的核心部分。研究主要从三个方面展开:首先,俄罗斯教育发展对其国家竞争力产生影响的历史根基和现实环境,即俄罗斯的教育在其国家历史发展过程中形成了怎样的特质,积累了怎样的优势,当前其国家的政治、经济、文化以及外交环境将对教育产生哪些影响;其次,针对俄罗斯教育发展对其国家竞争力的影响进行可能性分析,主要从其教育领域的宏观教育政策、人才培养上的变革以及教育质量的提高三个方面展开;第三是力图通过量上的描述和分析对两者之间的关系予以进一步的研究,主要通过教育发展指标来考查教育领域所取得的基本成效,并与国家竞争力指标体系或者国民经济发展中的一些重要方面建立联系。本文最后一章是对前面的阐述和探讨进行因素分析和总结,分析教育发展对其国家竞争力产生影响的内外部因素,本文认为,在国家竞争力的提升过程中,教育的功用具有相当突出的影响和意义,教育的发展能够对国家竞争力产生影响是多方面因素作用的结果,包括教育长久以来积淀下来的优势、外部环境状况以及教育自身的不断变革和更新。最后总结出教育发展对国家竞争力产生影响的三个基本特征:潜在性、周期性和持久性。

【Abstract】 National Competency, as a concept, has gained increasing concerns by many countries since 1980s. As economic globalization goes so far as to arouse the fierce competitions between nations, people are aware of the implication of improving national competency to the sustainable economic growth and prosperity, leading to the increasing researches on this issue. According to the studies, education has great importance to national competency, and contributes to make the competency sustainable. This paper chooses Russia as the unit of account, and analyzes the effectiveness of educational development on Russian National Competencies in the new age, in the framework of national competency theory and the work done by Russian researchers.First, this paper summarizes the relation between educational development and national competency. The relation between them has an implication of, and varies with new times. It is analyzed on the bases of the work done by American Porter (national competition advantage theory), two influential organizations studying international competencies and other Russian professionals.The impact of educational development on national competencies in Russian context- the core of this paper- is then studied in three aspects. First, this paper will present the attributes and advantages of Russian education formed and accumulated in the long history, and the changes in education given by the current politics, economy, culture and international relations. Second, it analyzes the capacities to improve national competencies via educational system, including macro educational policies, human resource policy reform and educational quality improvement. Third, the descriptive statistics are used to reveal the relation between educational development and national competencies. Some meaningful indicators of education and economic development are applied for analysis.The final chapter of this paper summarizes the conclusion by the factor analysis. Internal and external factors contributing to the role of education on national competencies are discussed. The multiple factors include accumulated educational advantages, external environment, educational reforms and innovations.It is suggested by this paper that education plays an important role in improving Russian national competencies. Three main characteristics of the causal relation between education and national competencies can be summarized to be: latent, of cycle, and sustainable.
