我国教育行政决策的伦理困境与出路 ——基于流动儿童教育政策的伦理分析

【摘要】 教育行政伦理的学术价值和社会价值处在不断增长中,教育管理研究向伦理“跑步前进”的趋势日益明显。这是效率与价值、科学理性与道德人文之间互相吸引的结果,是教育管理科学回应社会实践需要的实际行动,也是道德哲学对管理科学的呼唤。本论文分析了我国教育行政决策面临的道德困境,确定了“推进教育行政组织及管理者决策的伦理水平,探索行政决策伦理取向,建构教育行政决策伦理价值标准”的研究目标,将研究着力点放在对公众和教育管理者伦理态度的实证分析上,调查了我国教育管理伦理现况,对民国时期流动儿童教育政策、特别是对改革开放以来我国流动儿童教育政策进行了解读和伦理分析。对文喆、陶西平先生进行了采访,围绕流动儿童教育政策的公正性和实效性、行政决策伦理困境与原因、教育管理者责任冲突、决策伦理价值、伦理困境、出路等问题进行了剖析。本论文提出,解决教育行政决策伦理困境问题,要强化伦理、确立准则、发展策略、完善机制。要建立流动儿童教育决策“伦理相关的动机观”、“伦理相关的社会成就观”和底线公平伦理观;构建教育行政决策的伦理准则,对决策活动进行道德审查。公平优先,兼顾效率,应成为最重要的伦理准则;应采取弱势强补、逆境决策策略,对社会发展进行伦理“底线约束”,防止社会发展的断裂;完善中央与地方政府教育责任分担机制,强化国家责任,形成合理的教育利益博弈机制;确立道德在教育管理决策中的适当方位,既不伦理考量缺失,也不伦理考量过载。本论文还提出,要注重实证研究,从现实中发现伦理困境的出路,避免从概念到概念的纯粹思辨,积极构建具有中国特色的教育行政伦理研究框架。

【Abstract】 Ethical issues in educational administration academic value and social value of being in the growing, education and management research to ethics "running forward" is increasingly evident. This is the efficiency and value of scientific rationality and the moral result of mutual attraction between the humanities and the management science, the education need to respond to the actual action of social practice, it is also a moral philosophy of management science call.This paper analyzes the decisions of educational administration moral dilemma faced by determined“to promote education administration organizations and their ethical decision-making level of the individual to explore the ethical education of administrative decision-making approach to construct the value of education, ethical standards of administrative decision-making”. Focuses on the study of the ethical attitude of the public and education managers’empirical analysis to investigate the ethics of educational management in the current situation of children in education policy since the Minguo Dynasty, especially migrant children education policy has been interpreted and ethical analysized. Interviewed Mr. Wen Zhe and Mr. Tao Xiping with migrant children education policy around the fairness and effectiveness of educational administrative decision-making difficulties, and the reasons for conflict in education administration department managers responsibility, decision-making ethical values, ethical dilemmas, the way out issues and the ethical analysis. This paper suggests the establishment of mobile children’s education decision-making“ethics-related view of motivation”and“ethics-related view of social success”,building the ethical decision-making criteria for executive education, moral review of the decision-making activities. Fair priority, taking into account the efficiency of the policy should become the most important code of ethics;“the weak stroning up”strategy, the development of social ethics“bottom line constraint”; improving the central government and local levels of government shared responsibility between the educational system, strengthening the national responsibility to form a reasonable mechanism for the educational interests of the game; establishing the moral education and management disciplines in the proper position, neither lack of ethical considerations, ethical considerations can not be overloaded.From the practical problems in the way that ethical dilemmas, focusing on empirical research to avoid the concept of pure speculation, this paper also suggests to build up the ethical issues in educational administration research framework, to strengthen the subject characteristics of management ethics, so that the management ethics of education could become an independent discipline and school of learning.
