【Abstract】 Education quality is reflected in the value of kindergarten and the core of kindergarten management,which is directly related to children’ physical and mental health. Due to education quality is a concept with systematic, dynamic,complexity, ambiguity, and integrated volatility and other characteristics, which determine the management of education quality is inseparable from monitoring. In the course of monitoring education quality, the most important thing is to define the direction of monitoring education quality and develop the standards for monitoring education quality in order to ensure the effectiveness.Based on the review of related literature at home and abroad,and combined with the depth interview with experts on preschool education and managers of administration department for education in Hunan province as well as the open questionnaire survey,the author defined the operational definition of kindergarten education quality and initially teased out the index system for monitoring education quality including three primary indexes,fifteen secondary indexes andforty-seven three-level indexes.After carrying out a survey on the degree of importance of each index,the author did qualitative analysis,exploratory factor analysis(i.e.EFA) and confirmatory factor analysis(i.e.CFA)for returned questionnaires by using SPSS software.Firstly,Five items lacking discrimination were deleted according to the descriptive statistics index,corrected item-total correlation and critical ratio of each item. Secondly,the author explored the structure of item for twice and identified thirty-nine indexes that can be divided into three dimensions named structural indexes,process indexes as well as outcome indexes to monitor kindergarten education quality by using principal axis method and maximal likelihood method. Thirdly,the structure of indexes is verified by using Amos software and each fitting index shows that the model has good structure.On the basis of the above structure,the study formed a formal questionnaire of index system for monitoring education quality,and did the reliability and validity test for returned questionnaires by using SPSS,which ultimately determine the index system for monitoring education quality. To further define the degree of the importance of each index for monitoring education quality,the author calculated the weight of eachindex and showed weight table of index system for monitoring kindergarten education quality by using principal component analysis(i.e.PCA). At the same time,according to the relevant national policies and regulations, the provincial kindergarten assessment standards and the practice of kindergarten in Hunan Province,evaluation criteria for each index was established and the research on the standard for monitoring kindergarten education quality was finally finished.In this research,the standard for monitoring kindergarten education quality includes:three primary indexes,eight secondary indexes and thirty-nine three-level indexes and each index has the corresponding evaluation criteria.The study of the standard for monitoring kindergarten education quality provides a reference and guidance tool which can help administration department for education monitor kindergarten education quality,kindergartens assess education quality by itself and parents knows about educational information.
