英国“自由学校”政策研究

【摘要】 在追求“公平而卓越”的国际基础教育改革发展潮流的大背景下,世界各国纷纷将基础教育改革聚焦于改进薄弱学校、促进基础教育均衡发展之中,英国也不例外。2010年,卡梅伦联合政府上台后面对自身政治经济新形势,并结合基础教育发展不均衡的现实状况,推出一项重要的基础教育学校改革政策——“自由学校”政策。本研究立足于教育政策分析的视角,对英国“自由学校”政策进行全面、系统、深入探讨与研究,以期为我国基础教育改革与实践提供新的思路与启发。本研究主要由六个部分构成:第一部分主要明确本研究的缘起与意义,对本研究所涉及的核心概念作出界定,梳理分析已有国内外相关文献资料,并阐明本研究所采用的理论基础、研究思路与方法。第二部分主要从国际、国内两方面出发,详细探究英国“自由学校”政策的出台背景。它既是受国际基础教育改革发展潮流的影响,又是基于英国国内政治经济、基础教育现实状况的考量。第三部分主要对英国“自由学校”政策所蕴含的一系列内容进行详细阐述。其主要包括:“自由学校”的发展目标与原则、“自由学校”的办学类型、“自由学校”的创办标准、“自由学校”的创办程序这四个方面。第四部分主要对英国“自由学校”政策的实施状况进行全面阐释。其中选取西伦敦自由学校作为英国“自由学校”政策实施案例进行探讨,并依据英国教育相关部门发布的调查报告与数据信息、社会各界的关注与评论,分析英国“自由学校”政策取得的成效与存在的不足。第五部分主要从教育政策的现象形态、本体形态与政策过程三个维度出发对英国“自由学校”政策进行深入地分析,以此全面了解和把握这一教育政策。第六部分主要在英国“自由学校”政策对我国基础教育薄弱学校改进的可借鉴性分析基础上,归纳总结出可供我国基础教育改革汲取的对策与建议。

【Abstract】 Countries in the world devote themselves to focus basic education reform on improving low-performing school and promoting balanced development of education under the background of the international basic education reform pursuing “Equity and Excellence”. England is no exception. In 2010, the Conservative-Liberal Democrat Coalition Government enacted an important basic education school reform--the polices of Free School, facing new political and economic situation and combining the reality of unbalanced development of basic education after taking office. The study comprehensively, systematically and thoroughly analysizes and researches the policies of Free School in England, based on the perspective of education policy analysis, in order to provide new ideas and inspiration of our country basic education reform and practice.The Study mainly consists of six parts:The first part maily proposes the reason and significance of the study, defines the core concepts of the study, combines and analysizes related literatures at home and abroad, and illustrate the theoretical basis, thought and method of the research.The second part mainly proceeds from two aspects of the international and domestic situations, detailedly explores the background of the policies of Free School in England. It is influnced by the development trend of international basic education reform, and based on the considerations about the domestic political and economic, the present situation of basic education.The third part mainly elaborates a series of contents about the policies of Free School in England. It includes four aspects: the development goals and principles of Free School, the types of Free School, the standards of running Free School; the procedures of setting up Free School.The fourth part mainly expains implementation of the polices of Free School in England. It chooses West London Free School as implementing case of the polices of Free School in England, and analysizes achievements and deficiencies of the polices of Free School in England, according to the investigation reports and the data information released by the Department for Education and Skill, attention and comments of the society from all walks of life.The fifth part mainly proceeds from three dimensions of phenomenon, noumenon and process of education policy, thoroughly anlysizes the policies of Free School in England so as to comprehensively understand and grasp the education policy.The sixth part mainly concludes strategies and recommendations which are adopted by the basis education reform of our country, based on the analysis of the adoptability of the policies of Free School.
