【Abstract】 In 2014, the ministry of education implemented the project of primary and secondary school teachers’ information technology application ability. And they set the standards and developed assessment tools for the ability. This significant act has drawn great attention of regional education departments, who carried out a series of trainings for promoting teacher’s information technology application ability.This paper was carried out in Fuzhou Gulou District where the author works. The research collected materials and data by using questionnaire, the school and teacher interviews, classroom observation, case analysis and other methods, to understand the current situation of elementary school teachers’information technology application ability and provide the reference for a new round of training to improve teachers’ information technology application ability.The main contents of this research are the overall level of primary school teachers’ information technology application ability level, the level of individual difference, classroom observation records, classroom observation data analysis, promotion strategy, etc. This research drew the conclusion on the basis of comprehensive analysis of the domestic literatures, the theory of teacher professional development stage, and the reflection on the problems the author encountered when she teaches by referring to the data from the self-evaluation questionnaire which was developed by the promoting project and the data from classroom observation and case analysis. The conclusions of the overall level are that teachers have made significant achievements in studying and developing their ability. They have upper level of technological literacy, ability of planning, preparing, organizing and managing ability while lacking of assessment and diagnosis ability. The individual difference level is influenced by gender, age, teaching practice, and professional titles. According to the teacher career development mode of Stuffy, the author divided the teachers into three types:novice teachers, skilled teachers and expert teachers. The information technology application ability level of skilled teachers is higher than other types of teachers.
