责任督学督导普惠性幼儿园发展的个案研究 ——以成都市A区为例

【摘要】 督学责任是指县级人民政府教育督导部门根据教育督导工作需要,落实督导职责,将辖区内的中小学、幼儿园划分为若干督学区域,委派其对区域内的中小学、幼儿园进行经常性督导,以促进学校贯彻落实教育法规政策,规范办学行为,全面实施素质教育。本研究主以成都市A区为例进行个案研究,共选取了A区13所普惠性幼儿园作为研究对象,以公共产品理论、教育公平理论和第四代评估理论作为研究的理论基础,采用文献法、问卷法、访谈法和实物收集法,遵循理论阐述——实践考察——研究建议的路径;首先提出了责任督学督导普惠性幼儿园发展的基本理念,明确了责任督学的价值取向、角色期待以及整体效能。在此基础上通过对责任督学督导普惠性幼儿园发展现状的实地考察,发现存在的问题,并对影响责任督学督导普惠性幼儿园发展的因素进行探析;最后针对成都市A区责任督学督导普惠性幼儿园发展的现状,提出相应的建议。研究以成都市A区为例,分别从园长、责任督学两方面来考察成都市A区责任督学督导普惠性幼儿园发展的现状。研究主要从以下方面入手:第一,责任督学督导普惠性幼儿园的督导主体,包括责任督学的学术水平、责任督学的指导力、责任督学对政策法规的熟悉、责任督学的工作务实四个方面。第二,责任督学督导普惠性幼儿园的督导客体,包括幼儿园内部人员对教育督导等相关知识的熟悉程度、普惠性幼儿园对督导的发展性、普惠性幼儿园对督导的参与性、普惠性幼儿园与责任督学的互动性四个方面。第三,责任督学督导普惠性幼儿园的评价标准。第四,责任督学督导普惠性幼儿园的过程、方法,包括责任督学督导过程的合法性、准确性、参与性、伦理性、差异性、科学性。第五,责任督学督导普惠性幼儿园的效果评价,包括责任督学的甄别能力、引导能力、激励能力、结果的反馈实效性、责任督学督导的实效性、责任督学督导的效率五方面。研究发现,成都市A区责任督学督导普惠性幼儿园还存在着许多不足,主要表现为:督导主体的职能交叉重叠、指导力不足;不同性质的幼儿园处境不一;责任督学督导过程中缺少评价指标;督导过程中多元主体参与性不强、内涵发展引领不够;实际效果方面的分身乏术、流于形式。通过对调查结果、存在问题及影响因素的思考与分析,研究者针对成都市A区责任督学督导现状从三个方面提出了建议。首先,责任督学与幼儿园要转变观念,共同树立正确的教育督导观;督导机构、责任督学、幼儿园要多方参与,切实保证督导的现实效果;最后,应规范管理,为责任督学督导积极营造良好的督导环境。

【Abstract】 Inspection is refers to the people’s government at the county level of education supervision department according to the work of educational supervision,implement supervision responsibilities,the primary and secondary schools,within the jurisdiction of the kindergarten is divided into several regional inspectors,delegate its schools,within the area of the kindergarten for regular supervision,to promote the school to implement the laws and regulations of education,school behavior,comprehensive the implementation of quality education.Taking A District of Chengdu as an example for study,this study select 13 inclusive kindergartens in A district as research object.Based on the theory of public goods,education equity theory and the fourth generation evaluation theory,employing literature,survey interview and objects gathering method,this study following suggested “theory--Practice – Research” path,first proposed the basic idea of the inspection in inclusive kindergarten,clarified the inspectors’ value orientation,role expectation and overall efficiency.Building on field research on current situation of the inspectors supervision in the inclusive kindergarten this study found the some existing problems,then analyzed factors affecting the supervision and finally put forward the corresponding suggestions for the situation of inspection and inspector in the inclusive kindergarten at Chengdu city A District.Concentrated on A District of Chengdu City,this paper investigated currentsituation of inspector and inspection in the inclusive kindergarten from perspectives of principal and inspector.To be more specific,the research focused on the following aspects: first part is the subjects of inspection which include academic level of the inspectors,guiding capability of inspectors,the familiarity with policies and regulations to inspectors,and actual work of inspection;Second is the objects of inspection in the inclusive kindergarten which include familiarity with inspection and related knowledge to kindergarten staffs e,inspection development of participation in and interaction with inspection.Third is the evaluation standard of inspectors of inclusive kindergarten.Fourth is legality,accuracy,ethics,involvement diversity and scientificity of the process and method of inspection.Fifth is the effectiveness and efficiency evaluation of inspector and inspection in the inclusive kindergarten inspection including screening ability,guiding ability,incentive ability,feedback effectiveness.The study found that there are still many problems to inspectors and inspection in the inclusive kindergarten at A District,Chengdu,,embodying in : overlapping functions in supervision subject,insufficient guiding ability i;the different nature of the kindergarten,lack of evaluation indicator;lower participation of muti subjects,weak development of connotation and a mere formality regarding to practical effects.According to the survey results,analysis of driving factors of inspectors at A District,Chengdu,this study puts forward some suggestions.First of all,the inspectors and the kindergarten should change their cognition,establish a correct view of common education supervision;supervision mechanism,the inspectors,the kindergarten should participate in and ensure the real effect of supervision;finally,standardized management is needed to create a good environment for supervision.
