西安市中小学校园安全管理研究

【摘要】 近年来,全国中小学校园安全事件呈现频发、多发态势。中小学生作为家庭、社会、国家的未来和希望,其身心健康会受到广泛的关注。校园安全同样也是社会公共安全的重要组成部分,一旦在校园内出现安全案件和事故,往往会产生恶劣的影响。严重的,甚至还有可能会引发全社会的恐慌情绪。传统的中小学校园安全管理所涉及的主要内容不仅包括食品安全,人身安全,也包括学校的建筑安全、卫生安全。除此之外,还会涉及消防安全以及交通安全等方面。梁启超曾经说过“少年智则国强、少年富则国富、少年强则国强”。青少年的健康成长和综合素质的提升紧密关乎国家的繁荣富强、社会的未来发展、民族的伟大振兴,而青少年健康成长则会严重依赖于校园安全问题的解决。目前,传统的校园安全管理模式,由于重视程度低、内容有限单一、体系不健全,更缺乏良好的面对和处理突发事件的能力,已不能完全有效地满足在当今社会对校园安全管理的需要。习近平总书记在十九届四中全会上的讲话中指出,要推进国家治理体系和治理能力现代化、促进党和国家长治久安。如何通过对中小学校园管理机制的完善,改进和加强中小学校园安全的多元化管理,将校园安全管理作为推进国家治理体系和治理能力现代化、促进党和国家长治久安的重要检验,已成为适应当前全面深化改革社会、构建稳定社会局面,而迫切需要解决的问题。本文以西安市中小学安全管理为对象,通过对管理现状的深入调查、研究、分析,并辅以相关基本理论知识,从中梳理其在管理主体、客体以及控制、改革方向等方面存在的问题。介绍了西安市中小学校园安全管理的内容、现状、方法和效果,与国外的相关资料进行有机融合,取长补短、逐一对比,并展开实地访谈,立足于文献资料法以及实证研究法,进行综合调研分析,探讨了西安市中小学安全管理存在问题的根本原因、突出弊端及社会背景,提出了加强中小学校园安全管理的意见建议。旨在通过加强政府相关行政职能部门等主体管理,加强学生心理健康指导,循序完善校园“大安全”工作体系。通过良好的法制知识灌输并相继结合一系列形式多元化的安全教育举措,以有效适应当前西安市中小学安全管理现状和基本需求,为促进西安市校园安全管理的进一步发展提供借鉴。继而全面建立完整的校园安全管理体系,减少对管理客体的损伤、损害,持续加强全国特大城市(包含副省级城市、计划单列市、省会城市、常住人口超过1000万的城市)校园安全管理体系提供理论支撑,对中小学校园安全管理具有重要的借鉴作用。

【Abstract】 Campus safety events in primary and secondary schools usually cause great social impact and can easily lead to social panic.Traditional campus safety management generally includes food safety,school safety,fire safety,traffic safety and so on.Because of the single management mode,limited content,lack of good face,the method and ability to deal with unexpected security incidents,traditional campus security management in the current society,has been unable to fully meet the campus security management needs.Therefore,how to perfect the management mechanism of campus safety in primary and secondary schools,strengthen the management of campus safety in primary and secondary schools,so as to adapt to the overall deepening of the reform in today’s society,has become an urgent need to be solved problem Through in-depth investigation,this paper studies the current situation of campus safety management in primary and secondary schools in Xi’an,and combs out the subject,object,content and means of campus safety management of primary and middle schools in Xi’an with the help of the basic theory of campus safety management in primary and secondary schools.The problems existing in such aspects as the effect,and combined with the relevant materials at home and abroad,interviews,documents,government documents,and other materials,through a comprehensive study,analysis,This paper explores the causes and social background of the problems existing in the safety management of primary and secondary schools in Xi’an,and puts forward some suggestions on strengthening the management subject,strengthening the guidance of students’ mental health,and perfecting the work system of "great safety" on campus.To perfect the relevant legal system,enrich the form of safety education and other countermeasures to adapt to the current safety management of primary and secondary schools in Xi’an,in order to establish and perfect the theoretical system of campus safety management in our city,and further promote the further development,It provides the leading theoretical support and plays an important role in establishing a complete campus safety management system and strengthening the campus safety management in primary and secondary schools.
